Chen received her PhD in health policy and methods for policy research from Harvard University. She has authored more than 20 peer-reviewed publications in journals including Health Affairs, JAMA Network Open, and The New England Journal of Medicine.
Chen’s work focuses on payment systems to align incentives and quality, the clinical infrastructure in long-term care settings, transparency and reporting efforts, and the development of new measures of post-acute care access and quality.
Chen holds a master’s degree in health policy and economics from the Weill Cornell Graduate School of Medical Sciences and a bachelor’s degree in public health studies from Johns Hopkins University.
